North West Senior Pennant 2012
Competition Conditions
1. General
1.1 The North West Senior Pennant Competition is a competition played between VGA Member Clubs in the North West:
The competing clubs in 2012 are:
Gisborne Golf Club
Kooringal Golf Club (Two teams)
Medway Golf Club
Melton Valley Golf Club
Northern Golf Club
Sanctuary Lakes Golf Club
Werribee Park Golf Club
- The Competition will be under the control of North West Senior Pennant Committee. Committee to be comprised of Club Captains or Senior Representative of each Club.
- The competition between two teams is a Contest.
- The competition between two players is a Match, played over 18 holes, and shall be played under the Rules of Golf, Match Play (Rule 2).
- All matches will be played off scratch within agreed handicap bands.
- Teams to comprise 8 players within Handicap bands: up to and no more than 2 players handicaps 9 and under, handicaps 10-14 3 players and 3 players handicaps 15 and above.
- A contest comprises 8 individual matches as above.
- Possible match results are Won/Lost, Halved. Matches square after 18 holes will be considered halved.
- A contest is Won when one team has won more matches than the other and the results of any unfinished matches cannot affect the outcome.
- A Round is completed when all contests between teams drawn to play each other for that round have been decided.
- Each Club/Team will be required to pay a registration fee of $50/team. This is payable before the first round and is payable to the host club of the finals. This money will be used to offset costs in the purchase of perpetual trophies and engraving. Any surplus after deducting costs will be used as a ‘tab’ for drinks at the Finals dinner.
2. Format, Eligibility, Representation and Contest Points
- The North West Senior Pennant Competition comprises rounds of home and away contests. The top two teams after the completion of the home and away rounds will compete in a final to decide the winner of the North West Trophy.
- A draw will be made to provide as near to possible the number of home and away contests for each club.
- Each club team is to comprise eight male amateur golfers who have golfing rights within their respective clubs.
- Players must be 55 years and over by the date of the scheduled first round in a given season’s competition.
- No player may represent more than one club in the North West Senior Pennant Competition in the same season.
- The player’s handicap to be used on the day of the match will be the handicap recorded on Golflink on the Monday preceding the match.
- Winning members of a team will receive 1 point. Halved matches will receive half a point. There will be no bonus points for a team win. The winner of the contest will be the team with the highest number of points on the day.
- Teams with less than eight players will forfeit individual matches as appropriate. In this instance players in attendance will still play within agreed handicap bands. In other words players do not have to escalate to a higher handicap band unless it is decided so by the team manager and advised to the opposing team manager before play commences.
- Walkovers; Teams should make every effort to field at least a minimum number of players (4). In this instance individual matches should be played between players of like handicap. In the event that a team cannot field any players then the opposing team will be granted a total walkover. In this instance the maximum points would be eight (8).
3. Match Committee
- Each contest will be under the control of the Match Committee, comprising of the Captains of each team playing at the designated venue.
- The Match Committee will be responsible for running the competition at the venue. The Match Committee will determine whether play is possible or not, and will determine whether to suspend or abandon play in the case of extreme weather or other unusual circumstances. It will determine whether play should re-commence in the case of suspension of play.
- The Match Committee will determine whether a substitution is approved or not.
- The Match Committee will adjudicate and determine on the most suitable course of action in the case of any dispute between teams or players.
4. Practice
- Subject to host club permission, players may practise on the competition course on the day of competition prior to the commencement of their matches.
- Following the commencement of their matches, players may practise in accordance with the Rule of Golf 7-2. However, players should note that they will be subject to Rule of Golf 6-7 (Undue Delay; Slow Play).
5. Team Lists
- Team lists indicating playing order should be exchanged by Team Captain no later than 15 minutes prior to the stated hit-off time.
6. Draw, Playing Order
- Contests will commence from the designated starting tees at the times and in the order listed on the Result Sheet.
- Players must play in handicap order from the highest to the lowest.
- Matches to be played in fours as follows: 7 & 8, 5&6, 3&4, and 1&2
- Members of the same team playing in the groups of four may not give or seek advice from their fellow team-member, or their fellow team-members’ caddie.
7. Honour, Tee Markers
- The honour for each contest will be decided by the toss of a coin between Team Captains before the first match commences. The team that wins the toss will have the honour at the starting tee for all matches in that contest.
- Play from all tees will be from the tees designated by the host club. The tees should normally be close to the permanent back markers for the course being played.
- If a match is completed prior to reaching the 18th hole, players may play on over any unplayed holes, provided they do not interfere with other continuing matches.
8. Locomotion, Distance Measuring Devices, Mobile Telephones
- A player may use a motorised buggy only with the approval of the host club. Only players who have a medical certificate stipulating that they require the use of a motorised buggy, and who normally use such buggy at their home club, should be permitted to use a motorised buggy.
- Providing that the host club has such a rule, a player may obtain distance information by using a device that measures distance only.
- Other than to seek a ruling in relation to the Senior Pennant Competition or in an emergency, the use of mobile telephones by players or caddies is prohibited during the course of play.
9. Suspension of Play, Abandonment
- In the event of heavy rain, lightning, excessive heat or unplayable course conditions or for any other reason, the Match Committee is responsible for determining whether to suspend play. The signal for suspending play will be three short siren blasts and/or by direct notification to players.
- If play is determined by the Match Committee to be resumed, players will be advised to return to their various locations. The signal for resumption of play will be one long siren blast and/or by direct notification to players. Every effort should be made to complete all matches on the scheduled day.
10. Pace of Play
- Each group should maintain its position on the course with respect to the group ahead.
- All groups of four players should complete 18 holes in a maximum time or four hours and 12 minutes (approx. 14 minutes per hole).
11. Final
- The two teams finishing first and second at the end of the home and away season will contest the final. The final will be played at a venue to be determined by rotation.
- The final will comprise eight 18 hole scratch Match Play matches. Matches square after 18 holes will be considered halved.
- To be eligible to play in the final players must have played at least two matches during the home and away season.
- In the event of a tied final, the number one players from each team will contest a ‘sudden death’ play-off to decide the contest.
12. Code of Conduct/Responsibility
- All players are expected to abide by the VGA Code of Conduct. Any reported breaches of the Code of Conduct may be considered by the Match Committee at the venue where such breach was reported.
- Respective Team Managers and Captains are responsible for ensuring that all players are aware of the above Competition Conditions.
